Prize Draw Rules

The Promoter who is operating the Prize Draw is Bacs Payment Schemes Limited, a company registered in England and Wales (registered number 4961302) whose registered office is at 2 Thomas More Square, London E1W 1YN.

  1. The prize draw is open to all council tax payers in participating London boroughs who are currently registered to pay their council tax by Direct Debit, or who register to pay by Direct Debit by 5pm on 12th July 2012. Entries will be made automatically. Employees of the Promoter, its associated companies and the Revenues Departments of participating councils will not be eligible to participate.
  2. No other routes of entry.
  3. The prize consists of a one-off payment of £25,000, which will be paid into the UK bank account from which the winner's council tax Direct Debit payments are drawn.
  4. All eligible Direct Debit payers will be allocated a prize draw number and these numbers will be supplied to the Promoter. The Promoter will combine the numbers provided from all participating councils to create a single numeric prize draw database. The winner will be selected at random from this database by Bacs Payment Schemes Limited, with this draw supervised by an independent invigilator.
  5. The draw will be made on 18th July 2012. In addition to the winner, four further numbers will be drawn and the order in which they were drawn recorded.
  6. The council from whose data the winner has been selected will be notified and the identity of the winner will be ascertained by the council using their council tax data.
  7. The winner will be notified by their council by post and/or phone within 14 days of the Draw Date.
  8. If the winner does not confirm acceptance of the Notice within 30 days, or if it is found that the winner is ineligible, then the winner will be considered to have forfeited the prize and the Promoter will be entitled to contact the first number recorded as drawn out of the Four Substitutes (First Alternative Winner). The First Alternative Winner shall have 14 days from notification of their status by the Promoters to confirm their acceptance of the prize by phone, letter or email (Alternate Confirmation). If the First Alternate Winner is found to be ineligible, or does not provide Alternate Confirmation, this process is to be repeated in the same way until an eligible winner out of the Four Substitutes is identified
  9. The personal data of all council tax payers will remain confidential and subject to the applicable data protection laws.
  10. The prize winner will be presented with their prize within 60 days of the date on which they were first contacted, provided they can present suitable photographic evidence of their identity (e.g. valid passport or identity card).
  11. The prize will be awarded via transfer into the bank account from which council tax Direct Debits are taken. Where council tax is paid jointly by more than one person then any subsequent division of the prize by the account holder(s) (if applicable) will be the responsibility of the winning bank account holder(s) and not the Promoter.
  12. The name and London borough of the winner will be available in writing from the Promoter 60 days after the prize draw. The prize is non transferable.
  13. The Promoter will not be liable in any way if an entrant enters the prize draw unlawfully and such entrants will be considered to be ineligible..
  14. Any entrant who has an unspent criminal record or is the subject of an Anti-Social Behaviour Order will be ineligible and an alternative prize winner will be drawn.
  15. These terms and conditions are governed by the laws of England.
